Where will the 2 year contests be judged?

Will they be judged in the skylands or in the city? I want to know so I can accommodate for flying or earth-bound uncoverites.

I honestly think they will be judged in the skylands , due to the fact of the large amount of build. BUT.. as it is the 2 year contest unc may put it into the city because of the theme.
