Plot next to mine

The plot next to mine is claimed but the person hasn't been on in 2 months. My sister would like to claim that plot since it is next to mine. Is there any way you can reset the plot.

I am resetting lots when they are expired (=red border). I did not have time over the last 4 days to reset lots, and restarted yesterday night doing that. If that lot has a red border, it should be reset soon. If it does not have a red border, you will have to wait until that happens.

also, concrete questions about lots work always better if you mention the world and the lot name.
