If I said a mod was good. Not specifically trying to advertise but still in a way doing it.

Okay, that's some pieces of this puzzle. But there is no policy about what "counts as advertising" on this server, so I still don't know how to answer that question. Is there a particular rule or FAQ you're talking about?

No there is not. You can talk about mods here of course. If they are particularly for cheating (x-ray etc) I would be happy if you do not advertise them here.
