Looks like Daiy is getting a lot of Skyrim inspiration xD
Anyway, here is mine:
District 1: The Tenements
District 2: The Wicked Descent
District 3: Garrison of the Holy Knight
District 4: The Robber Pens/Robber's Hold(Or Slave Pens). That or maybe an artisan district, Vulcan's Hammer
District 5: Could possibly be the above mentioned Slave Pens, holding for slaves, or it could be the Alchemical Labs
District 6: Hera's Exchange
District 7: The Interstock
District 8: I was thinking possibly a port of some sort, by airship. The Roaring Flight
District 9: Athena's Quarters
District 10: Shrine of the Heavens
District 11: I think this should be a castle if you don't already have plans for a castle, Bastion of Light should be the name. If you already have plans for this, you should make a Magical Garden, like a central park of the whole city. Call it Arcadia, or if you wanna be cliche, call it Eden's Oasis.
