Max level loss on enchanting table?

Hello,

Yesterday I suddenly found out that the max level on my enchanting table was down to 12/15 instead of the usual 30. After adding more bookshelves it went back to 30, but I wonder where that came from. I had performed dozens and dozens of lvl 30 enchantment with that setup and never witnessed anything similar. Do bookshelves wear out with time?

Remember that Day that I messed with the bookshelves by your guardians. That same thing happened, so I put them back to the way they had been. Hopefully this issue wasn't during that time. :P
