What creative items aren't allowed to be used.

Hello! I looked all through the website but I couldn't find nothing on what creative items aren't allowed to be used in the flatlands. I was trying to use villager eggs/animal eggs but they didn't work and kicked me off the server saying they aren't allowed to be used there. So I was wondering what items aren't allowed to be used since for my build I am building small town with shops! Thank you ahead of time!

You cannot use potions, spawn eggs, or any type of minecart, and until you reach citizen level, you cannot place liquids
