Ever since the 1% head drop update I've only got skeleton heads from witherskeletons. I've been killing them for a total time of 5+ hours, and gotten 3 normal skeleton skulls which are worth like 50 times less than a wither skull. I guess I'll stop until this gets fixed. :/
