I now created an area around the darklands spawn that just about encompasses the buildings around spawn and a couple of blocks more. I marked some points along the border with pink wool. Feel free to make the border nicer or better visible. Settlers should not be able to build there, anyone else should. Please someone confirm.

As a settler I cannot build inside the pink area, but can build outside of it. Confirmed
