  Read the text again. The numbers are “waiting time AFTER” promotion, not “for promotion”. So you wait 12 months AFTER you become Master if you want to become Elder.
  
  There is no gap AFTER Settler/Citizen since you don’t become Settler/Citizen through voting.
  This is a bit of a technical nit-pick, but we can think about a minimum membership time (Citizen?) before someone can be Architect.
